On 27 March 2024, the Government introduced the National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024 (‘Bill’). This is the Government’s first legislative response to the NDIS Review Final Reportreleased in December 2023.
A Senate Committee inquiry is taking submissions on the Bill until 17 May 2024.
The Bill proposes the most significant changes to the NDIS since it started more than a decade ago. Our Explainer is designed to help people with disability, advocates and disability rights organisations understand and respond to the Bill.
The Explainer raises our concerns with:
- proposed changes to how people can access the NDIS;
- proposed changes to how supports are assessed and funding, with a tightening of the types of supports the NDIS will fund; and
- new powers given to the Minister to make decisions that will determine the method for calculating budgets and how needs assessments are conducted, with limited Parliamentary oversight.
