In NSW, traditionally the service provision of water has been operated by government owned monopolistic water utilities. The Water Industry Competition Act (NSW) 2006 (WICA) is an Australian (and arguably a world) first iniative to allow for third party competition in the water industry. Without precedent to guide the iniative, the NSW Government is formulating regulations for the WICA with the assistance of industry stakeholders. UCAP’s submission sets out what the regulation’s priorities should be and how consumers should be protected in a competitive water industry.
