The NDIS Insights 2023-24 report compiles and explains significant developments relating to the National Disability Insurance Scheme (‘NDIS’). It has been produced to give guidance to participants in the scheme, other people with disability and the disability organisations that represent and support them.

The report includes:

  • a summary of major developments from 2023;
  • 10 takeaways from the Independent Review into the NDIS (‘NDIS Review’) and how recommendations could impact people with disability;
  • analysis of proposed changes to the administrative review process and how this could impact NDIS appeals;
  • summaries of significant decisions of the Administrative Appeals Tribunal (‘AAT’) and Federal Court on NDIS plans, policies and processes; and
  • a look ahead to the reforms we expect in 2024.

2023 was a significant year for the NDIS. The final reports of the Disability Royal Commission and the Independent Review into the NDIS collectively made 248 recommendations for improvements to the Scheme. However, substantive reform was limited and 2024 could bring greater change, as governments outline if and how they will implement those recommendations.

NDIS Insights 2023-24 was written by PIAC Senior Solicitors Sheetal Balakrishnan and Mitchell Skipsey, and @Darren O’Donovan of Law Trobe University Law School.
