PIAC made a submission in response to the AEMCs draft rule determination on advanced metering communications. PIAC is not convinced that the proposed rule change is the most appropriate response to the isolated instances of consumers objecting to the existing connection of a communications-enabled digital meter.

While PIAC understands that, in the interests of facilitating the roll-out of smart-metering, it may be appropriate to install smart-meters that do not have remote communications enabled, we question the practicality and value of implementing a rule to facilitate the deactivation of communications in existing smart-meters. If the rule is to proceed, PIAC recommends that retailers and metering co-ordinators are required to provide specific information regarding the similarities and differences between communications enabled and disabled smart meters, and the cost implications of deactivating their meter communications, to ensure their decisions are made on an informed basis.
