Ellen Tilbury

Ellen was appointed Principal Solicitor in December 2023 and has been a Senior Solicitor at PIAC since December 2015.

Ellen joined PIAC’s Strategic Litigation team as a Senior Solicitor in 2015. She works to develop legal and policy responses to climate change with a social justice focus, recognising the disproportionate impacts of a changing climate and the transition to a zero-carbon energy system on groups already experiencing disadvantage.

Ellen has worked to uphold rights for people with disabilities, partnering with disability advocates to develop legal and advocacy strategies on issues including voting accessibility and discrimination by insurers against people with experience of mental ill-health. In her time at PIAC she has worked on police accountability, rights of people in detention, and represented the interests of household energy consumers.

Prior to working at PIAC, Ellen worked as a Legal Advisor to the Judicial System Monitoring Program Timor-Leste, an independent NGO working to improve the legal system in Timor-Leste. Ellen was also Senior Associate at Allens, where she was pro bono coordinator, and a volunteer lawyer at PIAC’s Homeless Person’s Legal Service.

Ellen holds a Bachelor of Arts and Bachelor of Laws from Macquarie University, and a Master of Environmental Law from the University of Sydney.
