PIAC responded to the Department of Planning, Industry and Environment’s consultation into Long-Term Energy Service Agreement (LTESA) design. LTESAs are a key tool of the state government’s renewable energy infrastructure strategy. They are an agreement between the state government and an energy service provider such as a generator or battery owners.  

PIAC broadly supported the proposed LTESA design but think it could better protect the financial interests of NSW electricity consumers and allocate risk more efficiently between projects and consumers. Key to this is not compensating generators during negative price periods and uncapping the amount generators could potentially repay to the government funding vehicle.
