The report, released in July 2012, has been valuable in identifying potential barriers to competition and its impacts on consumers in the Victorian and NSW gas markets.

Gas consumer advocates in Victoria and NSW have generally not been deeply engaged in policy and regulatory debates in this complex and technical area. The Energy + Water Consumers’ Advocacy Program (EWCAP) is therefore very pleased that this report has been produced. 

Importantly, the report provides advocates with a greater understanding of, and opportunities for advocacy, in these growing gas markets.

A comparison is made between Victoria’s declared wholesale gas market (DWGM) and Sydney’s Short Term Trading Markets (STTMs). Within these markets, the report analyses consumer representation and retail competition, market arrangements between gas and electricity, wholesale market barriers, and future issues.  

It is evident that a focus on both Australia’s Clean Energy Future and residential gas prices will become major issues for the near future. 

The Energy + Water Consumers’ Advocacy Program (EWCAP) and St Vincent de Paul Society Victoria (SVdP Society) provided support and input into the development of the report.
